Is Hope for Nail Stylists and the Entire Beauty Sector Finally Coming from Finland?
From September 1, 2025, the use of TPO (Trimethylbenzoyl Diphenylphosphine Oxide) in cosmetic products will be prohibited by the EU. This ban particularly affects nail stylists and salons, as TPO is a crucial component in numerous nail products.
But now there is remarkable news from Finland.
The Finnish Safety and Chemicals Agency (Tukes) has stated that professionals, such as nail stylists, may use up their existing stock of TPO products. Why? Because the Cosmetics Regulation considers professionals as end users – just like consumers.
This is in stark contrast to the interpretation of the European Commission, which states that professional application is also prohibited after September 1, 2025.
The fact that Finland is openly giving a different reading and is in consultation with the Commission and other member states is a groundbreaking signal. It could set a precedent for the whole of Europe.
