Is there Hope from Finland?

Is there Hope from Finland?

Is Hope for Nail Stylists and the Entire Beauty Sector Finally Coming from Finland?

From September 1, 2025, the use of TPO (Trimethylbenzoyl Diphenylphosphine Oxide) in cosmetic products will be prohibited by the EU. This ban particularly affects nail stylists and salons, as TPO is a crucial component in numerous nail products.

But now there is remarkable news from Finland.

The Finnish Safety and Chemicals Agency (Tukes) has stated that professionals, such as nail stylists, may use up their existing stock of TPO products. Why? Because the Cosmetics Regulation considers professionals as end users – just like consumers.

This is in stark contrast to the interpretation of the European Commission, which states that professional application is also prohibited after September 1, 2025.

The fact that Finland is openly giving a different reading and is in consultation with the Commission and other member states is a groundbreaking signal. It could set a precedent for the whole of Europe.

Reaction from Sofie Devlieger, Tpo-Eu.Com

“We have been fighting for months against this ill-considered ban, which affects thousands of nail stylists and beauty professionals. The fact that Finland is now making it clear that professionals may use up their stock is a glimmer of hope. If this position is maintained, it could open the door for a more practical and fair approach throughout the EU.”

What Does this Mean in Concrete Terms?

  • Prohibition: TPO products may no longer be sold or placed on the market from September 1, 2025.
  • Finland/Tukes: Professionals may still use their current stock in their services.
  • EU Commission: also wants to ban professional use – but Finland is now challenging this position.

Strong Together

Via www.tpo-eu.com I continue to fight for a fair solution, together with professionals from all over Europe. Finland shows that there is room for common sense. If more countries follow this example, we can force the Commission to revise its strict interpretation.

This is the moment for our sector to unite and make itself heard.

What Do You Think?

Should Belgium follow this Finnish example?

Do You Know if the Products You Work with Really Comply with EU Legislation?

As a beauty professional, it is crucial to work with products that have correct CPNP registration, correct labels and transparent claims. This is not an option, but an obligation in the EU. In this video, I explain why safety and quality make the difference for every beauty salon.

Video Live Session by Sofie Devlieger

In a recent live session, Sofie Devlieger explained the announced ban on TPO in cosmetics.
She discussed the possible consequences for the market and what steps have already been taken to defend the interests of our sector.

What is at stake?

  • Product availability: temporary interruptions and phasing out of existing formulas.
  • Reformulation and quality: alternatives require time for R&D, testing and stability checks.
  • Costs in the chain: higher development and compliance costs can affect the price.
  • Continuity in salons and training courses: need for clear transition periods and working instructions.
  • Consumer confidence: correct, understandable information to prevent misunderstandings.

Why is this relevant to you?

  • Professional: clarity about permitted ingredients, stock planning and training.
  • Consumer: certainty about the safety, quality and availability of favorite products.

What actions are already underway?

    • Advocacy with substantiated input to policymakers.
    • Collecting safety data and practical experiences for proportional decision-making.
    • Collaboration between brands, distributors, trainers and salons for continuity.
